The Glebe Administration Board (GAB) performs a number of important financial management functions on behalf of the Diocese. Although a specialised board, the GAB forms a part of the Sydney Anglican Services Group and reports regularly to the members of Sydney Anglican Services.
The GAB advances the purposes of the Anglican Church of Australia in the Diocese of Sydney by managing two investment products: the Long Term Pooling Fund (LTPF) and the Diocesan Cash Investment Fund (DCIF). The GAB also oversees the Diocesan Endowment (DE) which is an investor in these two products.
The GAB recognises it is part of a broader network and is committed to pursuing its objectives in a manner which, as far as possible, facilitates the broader charitable purposes of the Diocese. The LTPF and the DCIF (and the DE on a look-through basis) invests in accordance with the ethical investment policy which must be approved by Synod or Standing Committee.
The investment objective of the LTPF is to achieve a return of 3.5% above inflation (measured by the Australian Consumer Price Index) after investment management fees, tax, and before operational costs, over 10 year periods.
The investment objective of the DCIF is to achieve a return (after costs) of the cash rate set by the Reserve Bank of Australia.
The DE is managed to ensure the preservation of its real value and makes prudent annual distributions to Synod.
Constitution and Current Membership
The GAB is a body corporate incorporated under the Anglican Church of Australia (Bodies Corporate) Act 1938 and constituted under the Glebe Administration Board Ordinance 1930.
The Diocesan Endowment is constituted by the Diocesan Endowment Trust Ordinance 2016 and mainly comprises capital derived originally from the sales of the St Philip’s Glebe, the St James’ Glebe, the St Mark’s Glebe and the St John’s Glebe. (A glebe is the parcel of land surrounding a parish church.)
The Diocesan Cash Investment Fund is constituted by the Diocesan Cash Investment Fund Ordinance 2016.
The Long Term Pooling Fund is constituted by the Long Term Pooling Fund Ordinance 2012.
The Board consists of between six and eight members appointed by the members of Sydney Anglican Services, of which at least one must be a member of the clergy licensed in the Diocese of Sydney.
